National council for social security fund

On September 25, 2000, with the approval of the central government, the State Council established a national council to administer the National Social Security Fund. Liu Zhongli was appointed as director.

The national council manages funds collected from state revenues and through state property transactions, among other means. It follows guidelines issued by the Ministry of Finance and the Ministry of Labor and Social Security. It can entrust certain property management companies to move its assets in order to maintain and increase asset value. In addition, the council must regularly disclose data on the assets, profits and cash flows.

The national council's operation is supported through state revenue rather than the fund itself or the fund's profits.
