He Ting (何挺) was born in February 1962 in Rongcheng, Shandong Province. He joined the Communist Party of China in October 1982 and began his career in July 1983.
Graduating from the Department of Criminal Investigation of Southwest University of Political Science and Law with a Bachelor's degree in law, and holding a Ph.D in law from China University of Political Science and Law, He successively served as department vice director and director, followed by the bureau vice director and director in the Ministry of Public Security.
In March 2007, He was appointed to the Leading Party Group of the Gansu Provincial People’s Government, where he served as assistant to the Governor, secretary of the Party committee and director of the province’s public security bureau. In March of 2009, He was appointed as Vice Governor of Qinghai Province.
Mar. 23, 2012, He was appointed vice mayor of Chongqing municipality and head of the municipal Public Security Bureau at the 30th session of the Standing Committee of the third Chongqing Municipal People's Congress.
