In the second half of 1997, the CAS submitted to the Central Committee of the Communist Party of China and the State Council a report, entitled "Strive to Build up a National Innovation System to Greet the Era of Knowledge-Based Economy." On June 9, 1998, the first meeting of the Leading Group for Science & Education under the State Council was convened to ratify the implementation of the CAS Pilot Project of the National Knowledge Innovation Program (KIP).

In June 1998, the CAS Pilot Project was formally launched and is expected to be completed by 2010. It is divided into three phases: the Initial Phase (1998-2000); the Phase of All-round Implementation (2001-2005); and the Phase of Optimization (2006-2010). It is aimed at promoting S&T innovation, talent training, opening-up and cooperation, technology transfer, development of innovative culture, and construction of S&T infrastructure.
