Jiedusheng
Jiedusheng (借读生)
Jiedusheng is a Chinese term that refers to students who study in a school temporarily because they lack local household registration (hukou). According to the Ministry of Education, those students are ineligible to participate in the National Higher Education Entrance Examination held in the schools where they study. In order for them to take the exam, they are obligated to return to where their hukou is registered. The policy poses a great challenge for the children of migrant families who receive their education in one place but have to take the exam in another.
Educational systems and the minimum scores for the entrance exam to the same university vary among municipalities and provinces. Students who study in one place must adapt to the educational system of another. Many parents, especially those from migrant families, view the policy as unfair. However, local parents believe the policy is necessary to prevent over enrollment, which probably triggers fiercer competition.
Currently, the situation for the jiedusheng in primary schools may improve somewhat as the ministry recently eliminated the regulation that charged those students additional tuition. The extra charge was 200 yuan a term.
