The first national scholarships were awarded to 45,000 poor college students of "good character" on February 24, 2003. The central government has since allocated 200 million yuan (US$29.3 million) annually to help poor families pay for college.

The first prize of 6,000 yuan is given to 10,000 students, while 4,000 yuan is given to 35,000 students. Colleges and universities must reduce or remit tuition fees for the scholarship winners.
