On January 4, 1965, the 1st Session of the 3rd National People’s Congress (NPC) and the 1st Session of the 4th Chinese People’s Political Consultative Conference (CPPCC) closed in Beijing. In the NPC’s working report, Premier Zhou Enlai for the first time put forward the idea of realizing the “four modernizations” i.e. “build China into a socialist power with modern agriculture, modern industry, modern national defense and modern science and technology.” The CPPCC session elected Mao Zedong as honorary chairman, Zhou Enlai chairman and 22 others including Peng Zhen as vice-chairpersons.
