On October 22, 1999, with the approval of the Central Committee of the Communist Party of China and the State Council, the China National Working Commission on Aging (CNWCA) was established and held its first plenary session in Beijing.

As an advisory and coordinating organization of the State Council, the CNWCA is mandated to supervise the work on research and formulation of the development strategies and major policies on aging; coordinate relevant departments to implement the development plans on aging; facilitate relevant departments to strengthen macro-level guidance and comprehensive management of the work on aging; promote various kinds of activities for the physical and psychological well-being of the elderly; guide, monitor and supervise the work on the aging in localities; and organize and coordinate important activities on aging in China initiated and sponsored by United Nations and other international organizations. The daily work is undertaken by the China National Committee on Aging (CNCA) at the office in the Ministry of Civil Affairs.
