On September 25, 1972, Prime Minister Kakuei Tanaka of Japan visited China, and on September 29, the two countries issued the Joint Communiqué of the Government of Japan and the Government of the People's Republic of China.

The communiqué put an end to abnormal relations between China and Japan. In the document, Japan expressed remorse for the suffering it caused to Chinese people in the previous war, and China gave up its requests for war reparations from Japan. Meanwhile, Japan recognized the government of People's Republic of China as the single legal government of China and Taiwan as an inseparable part of China.

The communiqué also declared that China and Japan would establish diplomatic ties as of September 29, 1972, and would exchange ambassadors. The two countries also agreed to undertake negotiations over various kinds of trade and treaties.
