On November 23, 1920, Chen Duxiu was appointed to head a committee to draft the Manifesto of the Chinese Communist Party. The manifesto had three main sections:

1. The ideal of communism. On the economy, the communists advocated common ownership of the means of production, including machinery, factories, raw materials, land and transport. In politics, they advocated the overthrow of the existing regime, its institutions and armed forces, which protected the interests of the few and oppressed the majority of working people.

2. The goals of the communists. The communists aimed to create a new society. The first step to realizing this new society was to eradicate the capitalist system. Class struggle was the tool to defeat capitalism, but overthrowing the capitalist government and the transfer of power to revolutionary proletariat was just the first step. The tasks of the Communist Party would not be complete since the class struggle would continue after the seizure of power. But the form of the class struggle would change, being embodied in the dictatorship of the proletariat.

3. The current state of the class struggle worldwide. The class struggle in other countries was becoming more intense and was everywhere tending towards the victory of the dictatorship of the proletariat. This was a natural stage in the development of human society. The realization of the proletarian dictatorship worldwide and the annihilation of the forces of world capitalism would pave the way to the establishment of communism.
