First Session of the Chinese People's Political Consultative Conference

The First Session of the Chinese People's Political Consultative Conference (CPPCC) opened in Beijing on September 21, 1949.

A total of 662 representatives from democratic parties and non-party groups participated in this session that lasted 10 days to September 30.

The conference passed the Common Programme of the CPPCC, the Organic Law of the Central Government of the People's Republic of China (PRC), and the Organic Law of CPPCC.

According to the Common Programme of the CPPCC , the PRC is a country under the leadership of workers, based on the alliance of workers and farmers. It unites all democratic classes and practices democratic dictatorship of the people of all ethnic groups. Authority in the country belongs to the people, who exercise their rights through the National People's Congresses (NPC) at all levels. NPC representatives are elected by the people and the NPC is the highest authority in the country. While the NPC is in recess it is represented by the central government.

According to the Organic Law of CPPCC, the CPPCC is the organized expression of the united front of all the people in the country for democratic construction. The opening of the 1st CPPCC session and the establishment of the central government of the PRC marked the victory of China's New Democratic Revolution (1919-1949).
