Chinese People’s Institute of Foreign Affairs held its founding ceremony in December 15, 1949. Zhang Xi’ruo was elected as chairman. The chairman addressed the ceremony, outlining the aims of the foundation of People’s Institute of Foreign Affairs. Its objectives were to assemble figures who studied the international issues or those who had practical experience of foreign affairs. The institute was also to have the functions of studying the practices and theories of diplomacy, discussing international issues.

Zhang Xi’ruo also stated that institute was to provide suggestions relevant to foreign affairs to the Central People’s Government of People’s Republic of China to develop new democratic diplomatic policy.

Following the chairman’s address, Qian Duansheng outlined the processes and explained the general regulation draft to Chinese People’s Institute of foreign Affairs. The draft was unanimously approved after being revised by discussion.

The then Premier of the Government Administrative Council and foreign minister Zhou Enlai gave a speech explaining the new democratic diplomatic policy in detail.
