Founded in 1982 upon the approval of the State Council, the China Science and Technology Center (CSTEC) is an independent legal person affiliated to the Ministry of Science and Technology of the People's Republic of China. Its mission is to promote interactions between the research and industrial communities in China and their foreign counterparts so as to serve the country's socio-economic development and enhance friendly relations between China and other countries and regions across the globe.

The CSTEC focuses on work in the following areas: building and operation of an innovative resources exchange platform, procedure management of the Program on Major International S&T Cooperation Projects (PISTC), introduction of foreign expertise, organizing conferences, exhibitions and training programs, and administration of S&T cooperation and personnel exchange with Hong Kong, Macao and Taiwan. Over the past 24 years, the CSTEC has successively established cooperative ties with over 130 organizations and renowned enterprises in more than 30 countries and regions.
