The Chi Heng Foundation (智行基金) is a non-governmental organization (NGO) initiated by former Hong Kong financier To Chung in 1998 aiming to improve the living conditions of children in AIDS-affected towns across the Chinese mainland.

The foundation, also referred to as "wisdom in action," has already subsidized hundreds of AIDS-impacted children in the nation’s central provinces, including Henan, Anhui and Yunnan, by reducing social discrimination and assisting the children in (re-) building their confidence.

The programs it pursues, include the creation of reading rooms in local schools; a summer camp for deprived children to tour big cities like, Beijing, Shanghai and Guangzhou; and monthly financial support for those who are in compulsory and high-school education.

In addition, they also introduce arts and processing factories to the towns in order to enrich the hearts and lives of local AIDS victims.

The organization defines its mission as being the following: Creating a harmonious, equal and healthy society by funding and operating projects in education and care for children and adults impacted by AIDS, providing education on AIDS- prevention and anti-discrimination.

Having converted from being a financer to a humanitarian, To said in one of his interviews with China.org.cn that in spite of their different blood, he regards those AIDS impacted children as his own.
