Cai Bin
Cai Bin (蔡彬), 56 and former senior police officer in the Panyu District of Guangzhou, capital of Guangdong Province, was sentenced to 11 and a half years in prison on Sept. 12, 2013. He was charged with accepting 2.75 million yuan (about US$446,000) in bribes.
Cai was born in 1957. From 2000 to May 2008, Cai had successively held several posts in Guangzhou's Panyu District Public Security Bureau and Panyu District Urban Administrative and Law Enforcement Bureau. His most recent post of note was as commissioner with the Panyu Branch of Guangzhou Municipal Urban Administrative and Law Enforcement Bureau.
According to scope of his official duties, Cai was in charge of the bureau's equipment and fixed assets management, as well as its financial affairs. He was also in charge of the bureau's Party affairs, the building and supervision of a clean government and the handling of people's complaints.
On Oct. 9, 2012, several netizens focused on the number of Cai's properties, claiming he actually owned more than 20. This earned Cai the nickname "Uncle House." The Panyu discipline inspection departments immediately conducted an investigation.
On Oct. 22, 2012, the Guangzhou Municipal Commission for Discipline Inspection announced that a special group for the examination of Cai's case had ascertained the facts that Cai in fact owned 22 properties. Cai was subsequently dismissed from his post.
On Nov. 14, 2012, Cai was formally arrested by local police.
On March 19, 2013, Cai was publicly charged with accepting bribes.
On July 26, 2013, Cai first stood trail at Guangzhou's Haizhu District People's Court. He was accused of accepting a total of 2.75 million yuan (about US$446,000) between 1998 and 2012, when he held official posts in Guangzhou's Panyu District Public Security Bureau and Panyu District Urban Administrative and Law Enforcement Bureau.
On Sept. 12, 2013, Guangzhou's Haizhu District People's Court ruled that Cai would be sentenced to 11 and a half years in prison on charges of accepting bribes. The court ordered the confiscation of his 2.75 million yuan in bribes and an additional fine of 600,000 yuan (about US$98,000). Cai hasn't lodged an appeal yet.
