On September 22, 1992, the State Council Information Office published a White Paper entitled Tibet - Its Ownership and Human Rights Situation to objectively present facts and provide ample and accurate supporting evidence to clarify rumors about and help the international community understand the actual circumstances of the so-called "Tibet Issue."

Around 37,000 words in length, the White Paper expounded the central government's unchanging policy toward the Dalai Lama and called on him to change his position of separatism and instead adopt the position of patriotism and unification. The paper also emphasized that "Tibetan Independence" was not an option.
