From Wiki China org cn

On the northern slopes of Mount Tianshan and the edges of the Dzungarian Basin, and on the grassland by the Ili River and Irtysh River, numerous perfectly carved stone figures in varied postures are found; they are known as "stone men of the grassland." They are mostly found in burial sites, which might mean that they were used as funeral objects. Archaeologists believe that they date back to the 5th-7th centuries when the northern slopes of Mount Tianshan were inhabited by Turkic people.
