Scientific Development Concept
The Third Plenary Session of the 16th Communist Party of China (CPC) Central Committee in October 2003 put forth the scientific development philosophy. Its core parts consist of the "people-oriented" concept along with the goal of comprehensive, coordinated and sustainable development, with the aim of achieving all-round economical, social and human progress. President Hu Jintao said in his New Year address that China will continue to make this philosophy the general guideline of its overall economic and social development in 2006.
