Plan 863”, (863计划) also known as the High-Tech Research and Development Plan, was proposed on March 3, 1986 by four scientists – Wang Daheng, Wang Ganchang, Yang Jiachi and Chen Fangyun. Their proposal to pursue the development of strategic high technology was praised and supported by the Central Committee of the Communist Party of China.

The plan focused on seven technical areas – biology, space, information, laser, automation, energy and new materials. Nearly 10, 000 technicians from 500 institutes were organized to research 15 subjects in these fields.
