Permanent normal trade relations

President Clinton signed into law a historic bill granting permanent normal trade relations (PNTR) to China on October 10, 2000. According to the bill, if China was able to gain membership into the World Trade Organization, America would end the annual renewal of the normal trade relations for China under Title IV of the Trade Act of 1974 and make China a permanent normal US trading partner.
