Deng Xiaoping first raised his proposal at a meeting with Sri Lankan President Ranasinghe Premadasa (1924-1993). During their talks, Deng said China would unswervingly oppose any power that sought hegemony, and would uphold world peace. He said the world not only needed a new international economic order, but also a new political order. Developing countries needed a peaceful environment based on peaceful co-existence.

Deng referred to the "new international political order" again when receiving a delegation from the Japan Foreign Trade Council (JFTC) on December 2, the same year. He said dialogue should replace confrontation in building a new political order so as to relieve tension and solve problems. He said the superpowers should change their mindsets from hegemonic policies and adhere to the Five Principles of Peaceful Coexistence.
