'''The National Youth Network Civilization Convention''' was issued at an internet conference jointly hosted on Nov. 22, 2001, by the Central Committee of the [[Communist Youth League]], [[Ministry of Education]], [[Ministry of Culture]], [[State Council Information Office]], [[All-China Youth Federation]], [[All-China Students' Federation]], [[National Children's Work Coordination Committee]] and [[China Youth Association for Network Development]].

According to the convention, young people should absorb useful and not harmful information from the internet, communicate in an honest and not insulting manner, strengthen self-protection consciousness, maintain internet security, and not indulge in time-wasting activities. 

Thousands of youths attended the online conference.
