On September 28, 1999, the State Council passed the Regulations on Minimum Subsistence Allowance (最低生活保障) for Urban Residents. The regulations became effective on October 1 the same year.

According to the regulations, those whose average family income is below the minimum wage of the cities in which their urban residential permit is registered are eligible for the minimum subsistence allowance issued by local governments.
