Beijing Xinyun Foster Home for Mentally Handicapped Children opened on October 7, 1986. Children there were looked after and trained according to the new textbooks written by psychologists.
A survey carried out by The Institute of Psychology at the Chinese Academy of Sciences showed that the mentally handicapped accounted for 3-4 percent of the population.
