Liu Mingchuan(Chinese: 刘铭传) was one of several patriotic generals who defended Taiwan during the Sino-French War. He remained on the island after the war and in November 1887, together with the governors of Fujian and Zhejiang, he put forward a proposal to raise the administrative status of Taiwan. His proposal was approved by the Qing government. In the five years of his governorship, Liu Mingchuan made significant achievements in the fields of defense, railway building, post and telegraphic services, finance and science.
