On November 3, 1937, Japanese Foreign Minister Hirota Koki elaborated to German ambassador to Japan Herbert von Dirksen the seven peace terms to present to China: to materialize the autonomous rule of Inner Mongolia; to establish a new pro-Japanese government in the non-military zones of northern China; to expand non-military zones in Shanghai; to stop resistance against Japanese invasion; to jointly fight against the Communist Party of China; to reduce the tariff on Japanese goods; and to respect the rights of foreigners in China.

Two days later, on November 5, German ambassador to China Oskar Trautmann conveyed the seven terms to Chiang Kai-shek, who promptly rejected them. '
