On September 18, 1996, an international automatic roaming contract with GSM networking was signed between China Telecom and SingTel in Beijing, with the opening ceremony being held on the same day. The event marked the first time that Chinese mobile phones would be able to roam overseas. From that point forward, China's mobile communication system became capable of automatic roaming internationally as well as within the country.

By the end of 1996, 30 provinces, municipalities, and autonomous regions across the country had built GSM networks and realized automatic roaming among them.
