The International Covenant on Economic, Social and Cultural Rights (ICESCR) was signed by Qin Huasun, Chinese permanent representative to the United Nations, on behalf of the People's Republic of China, in New York, at the UN's headquarters on October 27, 1997.

The International Covenant on Economic, Social and Cultural Rights (ICESCR), which passed the UN Congress in December 1966, is part of the International Bill of Human Rights, along with the Universal Declaration of Human Rights (UDHR) and the International Covenant on Civil and Political Rights (ICCPR). From the perspective of safeguarding collective rights, the ICESCR makes concrete regulations on responsibilities and obligations of world's governments in safeguarding and promoting economic, social and cultural rights.
