On September 21, 1949, the first plenary session of the Chinese People's Political Consultative Conference was held in Beijing. It was initiated by the Communist Party of China and attended by representatives of various democratic parties and people's organizations as well as representatives from various localities, the People's Liberation Army, various minority ethnic groups, overseas Chinese and other patriots. The meeting adopted the Common Program, which served as a temporary Constitution, and the Organic Law of the Central People's Government of the People's Republic of China. It announced the official establishment of the People's Republic of China (PRC).

On October 1, 1949, some 300,000 military and civilian people gathered in Tian'anmen Square in Beijing to celebrate the founding of the PRC. Chairman Mao Zedong pressed the control button to raise the national flag over the Square. After the raising of the flag, Mao read out the Announcement of the Central People's Government of the PRC before a military parade and a mass parade.
