The first National Educational Work Conference commenced on December 23, 1949 in Beijing. The conference clarified the general education policy of the newly formed People's Republic of China (PRC). The policy stated that education should reflect the political and economic situation of PRC as well assisting the consolidation and development of people's democratic dictatorship. The conference also devised guidelines for steadily promoting education nationwide which called for reforming the old educational structures and enhancing the level of education of workers and farmers as well as the ethnic minorities.
