Emperor Tang Taizong, personal name Li Shimin, the second emperor of the Tang Dynasty of China, reigned for 23 years. He was an outstanding politician of the landlord class in Chinese history. Tang Taizong carried out many reforms and the "Reign of Zhen Guan" was considered a golden age of Chinese history. He died on June 16, 649 AD.

Tang Taizong resumed the equal-field system, which worked on the basis that all land was owned by the government, which would then be assigned to individual families. The system had promoted the development of agriculture, assured the national tax revenues, and slowed down the process of land accumulating into vast estates. The system laid the foundations for the prosperity of the early period of the Tang Dynasty.

He also introduced the Fubing system, which involved a system of militia who were assigned tracts of land. Men between 21 and 60 years of age were eligible. The system reduced the military expenditure of central government.

Additionally, the emperor also reduced taxes and enforced labor, encouraged frugality and opposed large-scale construction.
