China Zhi Gong Dang(中国致公党)

China Zhi Gong Dang is a political party based on high and intermediate level personages from among returned overseas and their family dependents, featuring political alliance and dedicated to building socialism with Chinese characteristics.

China Zhi Gong Dang was founded in October 1925 in San Francisco USA under the sponsorship of Overseas Chinese Society’s American Zhi Gong Dang. After its founding, Zhi Gong Dang dedicated itself to safeguarding the legitimate rights and interests of the overseas Chinese and kept keen on national independence and prosperity of the motherland. After the outbreak of the Anti-Japanese War, Zhi Gong Dang called on its members to plunge into and give active support to the anti-Japanese war waged by the people of the motherland. In May 1947 Zhi Gong Dang held its 3rd congress at Hong Kong and reorganized itself. Since then it has embarked on the road of sincere co-operation and common struggle with the Communist Party of China (CPC), and made positive contributions to the victory of the New Democratic Revolution and the founding of New China, to the building of socialism and pushing of reform and opening up and unification of the motherland.

China Zhi Gong Dang carries out activities independently based on the guiding principles of the Constitution of the People’s Republic of China. Over a long period of time, Zhi Gong Dang has always adhered to and defended the CPC-led multi-party co-operation and political consultation system as a participating party and displayed an important role in state political activity. Zhi Gong Dang participates in the state regime, in the consultation of state major principles and policies and in the election of state leaders. It participates in the management of state affairs and in the formulation and implementation of state principles and policies, laws and regulations. It actively displays its role in democratic supervision, and makes contributions to making the state policymaking more democratic and scientific. Focusing on the pivotal task of state economic construction, it strives to accelerate the pace of reform and opening up and modernization drive and to set up and make sound the socialist market economic system. It safeguards the legal rights and interests of the returned overseas and their family dependents and the just rights and interests of the Chinese nationals abroad and actively reflects their opinions and reasonable demands to the government. It conducts friendly activities with the overseas Chinese and Chinese nationals abroad as well as compatriots in Hong Kong, Macao and Taiwan, and makes friends widely to promote the completion of the peaceful unification of the motherland. It carries out active friendly exchange and co-operation with foreign countries to promote the understanding and friendship between the peoples of China and the rest of the world.

Zhi Gong Dang has held 12 national congresses since its founding. Previous Central Committee chairmen were Chen Qiyou, Huang Dingchen, Dong Yinchu, and Luo Haocai. Incumbent chairman Luo Haocai, honorary chairman Dong Yinchu, honorary vice-chairmen Wu Juetian and Yang Jike, executive vice-chairman Du Yijin and vice-chairmen Wang Songda, Wu Mingxi, Yu Yunbo, Wang Zhang, Cheng Jinpei, Wang Qinmin and Yang Bangjie.

Under the Zhi Gong Dang Central Committee, there are six functional departments and two units directly attached, including the general office, the organization department, the publicity department, the state affairs discussion and management department, the liaison department, and the social service department, the China Zhi Gong Publishing House and the organ service center.

Under the Zhi Gong Dang Central Committee, there are nine special committees, namely, the committee for work in state affairs discussion and management, the committee for work in environment and development, the committee for work in overseas friendships, the committee for work in liaison with students abroad, the committee for work in social service, the committee for work in women’s affairs, legal institutional building research society, the party affairs study society and the committee for work in S&T and economy.

So far Zhi Gong Dang has set up provincial organizations in 18 provinces, autonomous regions and centrally directed municipalities, namely, Beijing, Shanghai, Tianjin, Chongqing, Guangdong, Guangxi, Fujian, Yunnan, Sichuan, Jiangsu, Zhejiang, Liaoning, Hunan, Anhui, Shandong, Hainan, Guizhou and Hubei. In Xi’an it has set up an organ directly attached to the Central Committee. In addition, it has 98 municipal level organizations. By August 2005, Zhi Gong Dang had a total membership of 26,041. Its chairman is Wan Gang (万钢).
