The Science and Technology Cooperation Agreement between the People's Republic of China and the EU was signed in December 1998 and renewed in December 2004. Accordingly, EU opens to China its RTD Framework Programme which allows the participation of Chinese institutions. Likewise, European scientists and researchers are invited to join the National High Technology Research and Development Program (Chinese 863 Program) and the National Key Basic Research Program (Chinese 973 Program). The Ministry of Science and Technology (MOST) of China and European Commission strongly support such cooperations. The Agreement brought an unprecedented opportunity and platform for China-EU science and technology cooperation. To effectively implement the Agreement, the MOST of China established the China-EU Science & Technology Cooperation Promotion Office (CECO) in June 2001 to help Chinese institutions and researchers to participate in the Framework Programme.

CECO is a non-profit organization specialized in offering consulting services and guidance to Chinese research institutes, enterprises/companies and scientists for their participation in the Framework Programme. CECO is affiliated to China Science and Technology Exchange Center (CSTEC) of the MOST.
