Chang Wanquan

Chang Wanquan (常万全) is the Minister of Defense and State Councilor of the People’s Republic of China and a general in the People’s Liberation Army (PLA). He is also a member of the 18th CPC Central Committee, a member of the CPC Central Military Commission, and a member of the PRC Central Military Commission.

Born in January 1949 in Nanyang, Henan Province, Chang joined the PLA in March 1968 and the CPC in November of the same year.

From 2002 to 2003, he was the chief of staff of the PLA Lanzhou Military Region.

From 2003 to 2004, he was he chief of staff of the PLA Beijing Military Region.

From 2004 to 2007, he was the commander of the PLA Shenyang Military Region.

From 2007 to 2012, he served as the director of the PLA General Armaments Department.

From 2012 to 2013, he was a member of the CPC Central Military Commission and a member of the Central Military Commission of the People’s Republic of China.

In June 2012, he was appointed as chief commander for the Shenzhou 9 manned spacecraft mission.

In October 2012, he was appointed Minister of National Defense, succeeding General Liang Guanglie.

In March 2013, he was elected as the state councilor of China at the first plenary session of the 12th National People’s Congress.
