On October 6, 1999, at the conference held in Hofburg, Vienna, to facilitate entry into force of the Comprehensive Nuclear-Test-Ban Treaty (CTBT), Chinese delegate Sha Zukang emphasized that China would abide by the treaty and actively support and take part in the preparatory work of the CTBT Organization.

He also pointed out that a series of negative events had taken place internationally over the year that would not help the treaty's universal entry into force.

But, Sha said that despite this, the Chinese Government's basic position of supporting the CTBT had not changed. China would speed up the ratification process as much as possible and continue with efforts to promote entry into force.

According to the CTBT, it may come into force 180 days after the date of deposit of the instruments of ratification by all 44 specified nuclear-capable states.
