Zhou Enlai exposes a conspiracy of civil war launched by the Kuomintang.

On Nov. 19, 1946, the delegation of the Communist Party of China led by Zhou Enlai left Nanjing and came back to Yan'an.

On Nov. 15, the Kuomintang convened a so-called National Assembly, drew up a so-called constitution and proclaimed a break between the Kuomintang and Communist Party. To protest against these actions, a delegation of the Communist Party decided to come back to Yan'an. On Nov. 16, Zhou held a press conference and issued a solemn statement on the Kuomintang's convening of the National Assembly. Zhou expressed that the Communist Party of China was willing to fight to the end for real peace and democracy, together with Chinese people and all the parties that made concerted efforts for such purpose. He also stated that they would be sure to return under one of two possibilities. One was being invited back after the Kuomintang was crushed in defeat, which would be sure to require further negotiation; the other is they would have to fight to come back. The latter was much more possible, according to Zhou.
