The Annual Government Work Report (政府工作报告) is delivered by the incumbent government leader at the annual sessions of the NPC and CPPCC.

The report is usually drafted by the General Office of the State Council and the provincial (municipal, autonomous regional, special administrative), city and district governments.

It generally consists of four parts:

  • the conclusion of the government's work in the past year;
  • the outlook of the government's work for the current year;
  • the government's performance; and
  • an evaluation of diplomatic relations, the Five-Year Plan and an explanation of new terms from the report.

The NPC and CPPCC members divide into groups to discuss the report after it has been delivered in the conferences.
