Doubled income growth plan
The doubled income growth plan (收入倍增计划) was first proposed in a report given by Hu Jintao to the 18th National Congress of the Communist Party of China in November 2012. The Chinese government should double its 2010 GDP and per capita income for both urban and rural residents by 2020 on the basis of making China's development more balanced, coordinated and sustainable, according to Hu's report.
To fulfill the goal, the government needs to concentrate on the following three areas, according to the report.
First, major progress should be made in changing China's economic growth model. In the field of economic development, the government should carry out strategic adjustments to economic structuring, develop and expand the service sector, advance urbanization and promote innovation.
Second, major progress should be made to train a higher quality workforce. In social development, the government should create more job opportunities and support the culture and technical abilities of its workers.
Thirdly, more effort should be given to improve the income distribution system. The government should adjust the pattern of national income distribution and work to narrow income gaps so that all people can share the fruits of development in a fair way and move steadily toward common prosperity.
