The Third Plenary Session of the 16th Communist Party of China (CPC) Central Committee in October 2003 put forth the Scientific Outlook on Development (科学发展观). Its core parts consist of the "people-oriented" concept along with the goal of comprehensive, coordinated and sustainable development, with the aim of achieving all-round economical, social and human progress.
