On February 7, 1959, Chinese Premier Zhou Enlai and Chairman of the Council of Ministers of the USSR Nikita Khrushchev in Moscow signed a deal in which the USSR agreed to help China build 78 large scale industrial enterprises and power plants during 1959 and 1967, with a total cost of 5 billion rubles. China was to provide commodities to the USSR in return.
