The National Health and Family Planning Commission (NHFPC 国家卫生和计划生育委员会) of the People's Republic of China is a newly established institution, merging the former Ministry of Health and National Population and the Family Planning Commission. The establishment of the commission occurred in accordance with the essential points of the 18th National Congress of the Communist Party of China (CPC) held in November 2012.
The decision was formally announced by State Councilor Ma Kai in the "State Council Institutional Reform and Transformation of Functions Plan" delivered to the First Session of the 12th National People's Congress (NPC) in March 2013.
Basic Functions
The newly established National Health and Family Planning Commission is responsible for resource allocation of medical care, public health and family planning services, establishing a basic medical system to standardize drug prices, formulating China's family planning policy, and supervising and administering public health, medical care and family planning services.
The functions of studying and drawing up population development strategies and population policies, formerly the charge of the National Population and Family Planning Commission, have been transferred to the National Development and Reform Commission. The State Administration of Traditional Chinese Medicine, affiliated with the former Ministry of Health, is also now administered by the newly established National Health and Family Planning Commission.
