On October 16, 2000, the State Council Information Office published the white paper China's National Defense in 2000 outlining China's defense policy and plans for the modernization of its armed forces.
The white paper dealt with the global security situation, China's defense policy and the strengthening of its armed forces, international security cooperation, and arms control and disarmament.
