UN Assistant Secretary-General Xu Haoliang

Xu Haoliang (徐浩良) was appointed UN Assistant Secretary-General, Assistant Administrator and Director of the Regional Bureau for Asia and the Pacific at the United Nations Development Programme (UNDP), according to an announcement issued by UN Secretary-General Ban Ki-moon on Aug 13 2013.

Education

From 1979 to 1983, Xu studied for an engineering degree at Tongji University in Shanghai. Later, he obtained a master's degree in management from the Stevens Institute of Technology in the United States. In 1996, he earned a master's degree in international policy analysis and management from the Colombia University in New York.

Career

Before studying overseas, Xu Haoliang worked as an assistant lecturer at Tongji University in Shanghai. He then served as a CAD engineer at Louis Berger International Inc. in New Jersey in the United States. While studying at Columbia University in 1995, Xu took an internship at the UNDP. He formally joined the UNDP in 1996.

Xu worked within the UNDP for many years, holding various leadership positions, most recently as Deputy Regional Director of the Regional Bureau for Europe and the Commonwealth of Independent States in New York since 2010.

He served as United Nations Resident Coordinator and UNDP Resident Representative in Kazakhstan where he led the development of the United Nations Development Assistance Framework 2010-2015. He strongly advocated the Millennium Development Goals as an important national policy framework and forged effective new partnerships.

Xu also served as Country Director in UNDP Pakistan, Senior Deputy Resident Representative in UNDP Timor-Leste and Deputy Resident Representative in UNDP Iran. He held several positions with the UNDP Regional Bureau for Asia and the Pacific and Regional Bureau for Europe.

On Aug 13, 2013, UN Secretary-General Ban Ki-moon announced the appointment of Xu Haoliang as Assistant Secretary-General, Assistant Administrator and Director of the Regional Bureau for Asia and the Pacific at the UNDP. Xu replaced Ajay Chhibber of India, who has returned to his government.

Family

Xu was born in 1961. He is married and has one child.
