In October 1927, according to the principle of "Use aesthetic education to replace religious education," Tsai Yuanpei sent Dr. Xiao Youmei to make preparations for the construction of the National Conservatory of Music in Shanghai. Xiao referred to the Paris National Institute of Music as a reference. After setting up the first music school in China, he took the position of dean.
