Zhou Enlai first proposed the idea of transforming China into a socialist power of modernization of industry, agriculture, national defense and science and technology (the four modernizations) in a government report. The report was based on Mao Zedong's advice on the first session of the third National People's Congress in December 1964 and proposed two steps to achieve the "four modernizations".
The first step: spend 15 years building an independent and relatively integrated industry system and national economy system and make China's industry approach the leading level in the world.
The second step: Try to allow China's industry to leap to the forefront of the world and realize the "four modernizations".
