The People's Liberation Army University of National Defense, China’s highest level military school was established in Beijing on December 19, 1985.

Deng Xiaoping, then chairman of the Central Military Commission, signed the order appointing Zhang Zhen as the president of the university and Li Desheng as political commissar.

The university was set up to meet the demands of modernizing and streamlining the armed forces.

The university has a research department, a graduate college, a strategic research institute, and an institute of Marxist research. Its main tasks are to train senior officers, carry out research on military modernization and provide consultancy services to the leadership of the armed forces.
