Laojiao (劳教short for 劳动教养), is a controversial penalty system created in 1957 to allow laojiao committees to detain minor wrongdoers for up to four years without an open trial. On Nov. 15, 2013, according to a key policy document of the CPC, China will abolish the "re-education through labor" system as part of a major effort to protect human rights. (More...)
