<p><b>New page</b></p><div>On October 6, 1913, the [[British]] organized a conference in Simla, [[India]], to discuss the issue of '''Tibet''''s status, and on October 13, the first working meeting was held. In order to control the conference process, the British fixed the venue in India.<br />

Attending the conference were Henry McMahon, a British diplomat and an administrator in British India; Ivan Chen of the newly founded [[Republic of China]]; and the Tibetan government at [[Lhasa]].<br />

The Tibetan plenipotentiary introduced six articles that proposed Tibet would be full free from [[China]] and [[Qinghai]], and large tracts of land in [[Sichuan]] Province would be allocated to Tibet. <br />
