&lt;br /&gt;
According to the regulations, those whose average family income is below the minimum wage of the cities in which their [[urban residential permit]] is registered are eligible for the minimum subsistence allowance issued by local governments. The allowance should be budgeted as a [[social relief]] fund, managed by local governments. As is stated in the regulations, China appreciates donations to the fund from persons and social organizations.&lt;br /&gt;
