He graduated from the Department of Chinese Language and Literature at Shandong University with a major in Chinese language and literature.

He is currently a member of the Political Bureau of the [[CPC Central Committee]], vice chairman of the Standing Committee of the Twelfth NPC, and chairman of the All-China Federation of Trade Unions (ACFTU).
