The '''Leading Group for Overall Reform''' ('''全面深化改革领导小组''') is a panel directly under the [[Political Bureau]] of the [[Communist Party of China]] (CPC) Central Committee. It has been the highest level leading body for reform since the 1978 reform in China.

Headed by [[President Xi Jinping]], the leading group was established by a decision passed at the Third Plenary Session of the [[18th CPC Central Committee]] in November 2013, a measure to promote the country's comprehensive deepening of reforms.

A series of reforms have already been put in place after the [[Plenary Session]], including abolishing the reeducation through labor system, easing the one-child policy, and reforming the industrial and commercial registration system.

On Jan. 22, 2014, the group convened its first meeting, which approved the working rules of the group as well as the working rules and members of six sub-groups.

==Tasks==

The central authority is in charge of
- designing reform on an overall basis,
- arranging and coordinating reform,
- pushing forward reform as a whole,
- supervising the implementation of reform plans,
- researching and deciding major guidelines, policies and schemes for systematic economic, political, cultural, social, environmental and Party reforms,
- leading major reforms at the national level and addressing major issues with nationwide significance and long-term impact, which involve different regions and departments, and
- guiding, pushing forward and supervising the implementation of major reform policies.

==Structure==

The group has six departments: economy and ecology; democracy and justice; culture; society; Party building and discipline and supervision.

On Dec. 30, 2013 the Political Bureau decided on President Xi Jinping to head the group. On Jan. 22, 2014, the group announced its deputy chiefs, including Premier Li Keqiang, Liu Yunshan, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier Zhang Gaoli.
